Abstract

This article is the result of a study on the evaluation of the Men / Women Potential Development Search Program (P5) of Jayapura Regency, which is a program to improve the quality and competence of Papuan children from Jayapura Regency by providing opportunities for the young generation of indigenous people of Jayapura Regency who have the potential to continuing education in the Undergraduate (S1) and Strata 2 (S2) programs, both domestically and abroad which are controlled by the Resource Potential and Development Agency (BKPPSD) of Jayapura Regency. The research method used is descriptive qualitative. Sources of research data obtained library data in the form of online newspapers namely Pacific Post jubi and other newspapers. Data collection techniques are done through literature studies both online and ofline. Data analysis techniques are carried out by analyzing a number of qualitative data from available data sources. The results of this study indicate that the Implementation of the Potential Search and Development Program for Papuan Men and Women (P5) from Jayapura District has not been effective, inefficiencies have occurred, program coverage is not comprehensive, resource participation is still focused on one OPD, policy values have not met target group preferences, the accuracy of the program is one of the instruments for the success of development, so the expected goal is Program P5 to become a policy model in Jayapura Regency.
