If they do not meet the conditions, the author will be allowed to revise their manuscript according to the given criteria. However, there is also the possibility that the manuscript will be directly rejected. Articles that pass the desk review will be reviewed by at least two reviewers who are experts in the field of the submitted manuscript.  Reviewers are unaware of the identity of the authors, and vice versa.
