Abstract

This study examines the governance of law enforcement toward border crossers in the Papua–Papua New Guinea border region, focusing on the Skouw Border Crossing Post in Jayapura City. Border-crossing issues are not only related to legal and administrative aspects but are also influenced by the social, economic, and cultural identities of border communities. This research employs a socio-juridical approach by analyzing applicable legal provisions alongside the social realities of communities living in border areas. The findings indicate that border governance policies remain largely dominated by security and economic considerations, while the cultural dimensions of local communities have not been fully integrated into policymaking. This condition is reflected in the continued use of unofficial crossing routes, commonly known as “rat roads,” and other cross-border interaction networks that are considered illegal by the state but are perceived by local communities as part of kinship ties, customary practices, and economic necessities. Therefore, law enforcement in border areas should adopt a more integrated approach that combines legal, security, economic, social, and cultural dimensions. Such an approach is essential to ensure that border governance not only safeguards state sovereignty but also responds effectively to the realities and needs of border communities.
