Analisis Kebijakan Pembangunan Infrastruktur Jalan di Kabupaten Mamberamo Tengah

Abstract

This study analyzes the road infrastructure development policy for the Kobakma–Ilugwa route in Mamberamo Tengah Regency, Highland Papua. The route supports access to markets, schools, and health services, yet remains partly inadequate. The research employed a qualitative case study design. Data were collected through interviews with local government policy officials, field supervisors, contractors, and community leaders, together with direct observation and document review. The analysis applied Van Meter and Van Horn’s six implementation variables and compared sources. The findings indicate that implementing actors understand the development goals and that local communities support the project, while construction has proceeded in stages. Limited funding, heavy equipment, technical personnel, and capacity to transport materials have slowed progress. Mountainous terrain, muddy sections, heavy rainfall, and landslide risks have further disrupted fieldwork. Communication among implementing actors and the provision of information to residents have remained inconsistent, while customary land issues require consultation with relevant rights holders. The local government has sought to adjust schedules, strengthen coordination and supervision, and manage available resources more carefully. The study concludes that administrative commitment and community support must be accompanied by planning that reflects actual costs, logistics, environmental conditions, and social agreements. Future policy implementation should prioritize the sections that most severely restrict travel, establish realistic phased financing, and involve communities in monitoring progress. Policy success should be assessed through reliable access along the route rather than the length of road completed alone. These findings inform improvements to road development policy in mountainous regions with limited access and resources.
