Abstract

This article is the result of a study on the political dynamics of Pilkada in 2018 in Papua. The study method uses the current discourse analysis approach in this case on the discourse of Political Representation. In Papua there is a political practice of representation conducted by the elite of Papua, both in the elections to the region and legislative elections. One is because the social structure and culture is still patrimonial. The results show that in the run up to the local elections, various campaigns containing political promises were presented to the public as if the campaign’s promises were what the people needed. It turned out that after being elected head of the region, so many development programs that can not be realized even deviated from what the community needs. As a result, the community is doing resistance to the development programs because the program is not a necessity.
